I've had this issue before and somehow fixed it. But i can't remember how. My energy settings are "balanced" in Windows and "normal" in the Nvidia driver. DDUing does not fix it. It will boost until limits in either of those 3 are reached, then it will clock down. It is possible your GPU is getting warmer under load, so the clock speed drops.
